Open the Workspaces drop-down list on the Quick Access toolbar, or click the Workspace Switching button on the status bar and then choose 3D Modeling. Toolbars, palettes, and Ribbon panels flash on and off, and soon AutoCAD settles down to display the Ribbon, as configured for the 3D Modeling workspace with a few additional panels.
When I click on workspace switching button at the bottom, I see options for 3D basic and 3D modeling. My understanding is 3D basic is a subset of 3D modeling. Am I correct? And what are the differences between the two?
No, you cannot draw 3D objects in AutoCAD web app. Similarly to AutoCAD LT, you can perform some limited 3D operations, like drawing a polyline or circle and assigning it a "height" to make it 3D, change UCS in 3D, or even create a 3D face. But you will need to use the LISP functions in AutoCAD web - so it is nothing for the faint hearted.

AutoCAD parametric features are limited to work in 2D planes. Since all of your geometry lies parallel to one of the 3 principal planes (XY, YZ, or ZX) you could construct 3D model that consists of complete 2D views of the geometry for each of the principal planes and use the constraints of the parametric systems.
